The Code of Federal Regulation, Part 224 requires that retroreflective sheeting applied to rolling stock be replaced after 10 years in service. The AAR Equipment Engineering Committee (EEC) determined that sheeting was still effective at 10 years of age and cleaning improved the performance markedly. The FRA granted a waiver in 2015, the first year that replacement installations were due. The EEC is implementing a performance-based inspection that makes use of comparator panels. The new approach allows good sheeting to remain in service past 10 years while improving visibility.
